FAQ
Here you'll find answers to all your most common questions.
Funding for Training Programs
There are several programs available to help finance training, including:
Employer-Funded Training Under the "Skills Development Plan" (formerly the Training Plan)
The employer must ensure that its employees are able to adapt to their jobs and must take steps to maintain their ability to perform their duties, particularly in light of technological changes.
To do so, he must offer them training courses provided for under the "skills development plan" (formerly the training plan).
An employee may take the initiative to ask his or her employer to participate in a training program included in the training plan.
The request may be made in writing or orally, or in accordance with any established practices or contractual provisions that may exist within the company.

As part of the major reform of vocational training (Law No. 2018-771 "for the freedom to choose one's professional future"), which came into force on September 5, 2018, the OPCAs or Organismes Paritaires Collecteurs Agréés (approved joint fund-collecting bodies: AGEFOS, FAFIEC, Intergros, etc.) were replaced by 11 newly created OPCOs or OPérateurs de COmpétences (skills operators: ATLAS, 2i, AFDAS, etc.), among which the professional sectors are distributed.
The responsibilities of the former OPCAs were then transferred to these 11 OPCOs.
So for you, whether you're with OPCA or OPCO, this won't affect the funding for your training.
Here is the official list of the 11 OPCOs (and the branches they represent) approved by ministerial order from the Ministry of Labor (as of November 10, 2023):
- OPCO Commerce (21 branches): distribution, wholesale and retail trade, trading, photography, reprographics, optical and eyewear, art galleries, tableware, sporting goods...
- OPCO ATLAS (18 branches): insurance, banking, financial institutions, business consulting, brokerage, surveyors, real estate appraisers...
- OPCO Santé (8 branches): hospitalization, medical-social facilities...
- OPCO AFDAS (45 branches): press, publishing, film, casinos, music, live entertainment, sports, tourism, media, radio, communications, audiovisual...
- OPCO Cohésion sociale (27 branches): sociocultural centers, community programs, employment integration, France Travail (formerly Pôle Emploi), neighborhood management, public housing, social security, family allowances...
- OPCO EP - Local businesses (54 branches): small businesses, independent professionals, etc.
- OPCO AKTO (formerly ESSFIMO) - Companies and employees in labor-intensive service sectors (32 branches): restaurant chains, private education, dental supply distribution, laundry and dry cleaning, fast food, waste management, student housing, umbrella companies, temporary staffing, training organizations, water and sanitation services...
- OPCO OCAPIAT (49 branches): agricultural businesses and farms, companies in the food and food processing sectors...
- OPCO 2i - Cross-Industry (44 branches): manufacturing, metallurgy, electricity, petroleum, plastics, paper, textiles...

- OPCO Mobilité (22 branches): rail, maritime, automotive, passenger transport, tourism...
The European Social Fund+ (ESF+) is a European Union program.
Its primary mission is to help improve the career prospects of all European citizens.
